Biography


Before graduating from Amos Alonzo Stagg High School in Stockton, California, Mr. Keokham enlisted in the Army. He was stationed in Baumholder, Germany and was deployed to the Former Republic of Yugoslavia in support of Operation Able Sentry and to Bosnia in support of Operation Joint Endeavor. He earned the coveted Expert Infantryman's Badge and was honorably discharged after three years of service. He is a Life member of the Veterans of Foreign Wars and is a member of the American Legion Karl Ross Post 16. 


On June 5, 2018, Mr. Keokham was elected as San Joaquin County’s 18th Treasurer-Tax Collector. He is responsible for overseeing a $5.5 billion investment pool for San Joaquin County, local schools, and special districts. He also manages the collection of $1.2 billion in property taxes and delinquent debts owed to San Joaquin County.


Mr. Keokham serves on the following boards and is a member of the following associations:


President - California Association of County Treasurers and Tax Collectors.

Trustee - California Asset Management Program Board.
Member - California Municipal Treasurers Association.

Member - California Revenue Officers Association.

Member - State Association of County Retirement Systems.

Trustee - San Joaquin County Board of Retirement.

Member - San Joaquin County Deferred Compensation Committee.



Qualifications


In accordance with the California Government Code, Mr. Keokham meets the minimum requirements for county treasurer-tax collector.


Before being elected to Treasurer-Tax Collector, Mr. Keokham served as the Assistant Treasurer-Tax Collector. He has over 19 years of experience with San Joaquin County and over five years of experience as a tax auditor with the California Franchise Tax Board.


Mr. Keokham is a Certified Public Accountant and possesses a master’s degree in Business Administration from the California State University, Stanislaus.  He graduated cum laude with bachelor’s degrees in both Business Management and Accounting from Humphreys University.


Mr. Keokham has also completed the Public Pension Investment Management Program from the University of California, Berkeley Hass School of Business.
