Phonxay Keokham's Biography


Meet Phonxay Keokham


Phonxay was elected Treasurer-Tax Collector of San Joaquin County on June 5, 2018. He is responsible for overseeing the County’s $3.3 billion investment pool and the collection of $1 billion in property taxes. He is a Board Member of the San Joaquin County Employees' Retirement Association and a member of the San Joaquin County Deferred Compensation Advisory Committee. In addition, he serves as the Treasurer, Mother Lode Area Director, and  Chair of Information Technology Committee for the California Association of County Treasurer and Tax Collectors.


Prior to his election to Treasurer-Tax Collector, Phonxay was the Assistant Treasurer-Tax Collector. Before joining San Joaquin County, Phonxay was a multi-state field tax auditor with the California Franchise Tax Board.


Phonxay is a proud veteran who served as an infantryman in the US Army overseas in Baumholder, Germany. He was a member of a Quick Reaction Force that was deployed to the Former Republic of Yugoslavia in support of Operation Able Sentry and to Bosnia in support of Operation Joint Endeavor. He earned the coveted Expert Infantryman's Badge and is currently a proud member of American Legion Karl Ross Post 16 in Stockton California. 

Qualifications


Phonxay has served in a senior financial management position in  San Joaquin County for over 14 years.


He holds a Master’s Degree in Business Administration from California State University Stanislaus.  In addition, he holds a bachelor’s degree from Humphreys University in both Business Management and Accounting.


Phonxay possesses a valid certificate issued by the California Board of Accountancy authorizing him to practice as a Certified Public Accountant since 2004.
